Google Play Store and Services are not pre-installed on the virtual devices. You need to use Genymotion built-in features to install them.
Warning
Installing the Open GApps manually with a package from opengapps.org website is no longer supported. Also, you will not find any packages for Android 12 and above there. Please use Genymotion built-in Open GApps feature instead, as described below.
Genymotion Desktop

Click the Open GApps button:

Read the disclaimer carefully and click ACCEPT to start the installation:

The OpenGApps package will be automatically downloaded and flashed. You then, need to reboot the device to complete the installation. Click RESTART NOW or RESTART LATER, if you wish to reboot later:
The device will reboot and a webpage to the Open GApps website will be opened.
Google Play Store is now installed in the device. It can be found in Android's App Drawer:

Genymotion SaaS (Cloud)

Open the File Upload widget:

Click INSTALL OPEN GAPPS:

Read the disclaimer carefully and click INSTALL to accept and start the automatic installation:

When flashing is complete, click REBOOT DEVICE to reboot and complete the installation:
Google PlayStore is now installed on the instance. It can be found in Android's App Drawer:

Genymotion Device Image (PaaS)

In the instance UI, navigate to Device Content and, in the Packages section, click INSTALL next to the Open GApps package:

A popup will appear, click INSTALL again to accept the disclaimer and proceed:
The Open GAPPs package will automatically be deployed on the instance. When done, you will be prompted to reboot the device.

Reboot the instance:

Google Play Store is now installed on the device and can be found in Android's App Drawer:
